ABSTRACT:

The CANAMEX Corridor Coalition is composed of gubernatorial senior appointees from the public and private sectors in each of the five CANAMEX states. The Coalition is charged with achieving the fundamental objectives of stimulating and growing the economies of communities located along the Corridor. The genesis of the Coalition is an outgrowth of the North American Free Trade Agreement (NAFTA) among Canada, the United States and Mexico. The CANAMEX Corridor Plan was adopted by the Coalition on April 20, 2001. Although conceptual in nature, the Plan provides sufficient information for transitioning from the basic planning stage to the point where an Implementation Plan can now be prepared, and analyses can now be undertaken upon which to base a recommended series of projects which when implemented, will achieve the Plan’s objectives. To stimulate economic development and enhance economic opportunity in the communities traversed by the Corridor. To heighten awareness of the Corridor nationally and internationally and to incorporate the views, concerns and aspirations of key stakeholders from the Corridor communities into development of the Plan. To identify the most critically needed transportation and telecommunications infrastructure (basic installation and facilities) projects within the Corridor, for the purpose of facilitating the safe and efficient movement of people, goods and services for the next thirty years and to plan for their development. To establish the Corridor as a leader in the innovative user of emerging technologies to accelerate economic development and sustain quality. growth. To enhance the global competitiveness of the CANAMEX Corridor states. To prepare an Implementation Plan that represents the interest of each state and allows the CANAMEX Corridor states to present a united front to the federal government for the funding of critically needed improvements and action on other initiatives. The work to be accomplished, as described in this Scope of Services, is focused on building a well defined and lasting partnership among the five Coalition member states: Arizona, Nevada, Utah, Idaho and Montana. The Scope presents the Implementation Plan’s Overview, Vision, Background, the two highest priority Objectives as determined by the Coalition and the myriad tasks that must be performed to achieve those objectives. Because much of the Corridor lies in rural areas of the five states and because the application of Intelligent Transportation Systems within the Corridor is critical to project success, the Coalition has chosen the Western Transportation Institute, Montana State University-Bozeman to manage the project, working closely with the ITS Coordinators and other staff of the five participating states.
