The purpose of this project is to prepare a management framework for the Highway and Engineering Divisions of the Montana Department of Transportation, which will articulate the Highway and Engineering Division’s vision and mission, and include the goals, objectives and action steps that will guide the organization for the next three to five years. The WTI research team will lead the process of developing a three year management framework. The research team will review and evaluate existing strategic plans and current programs; facilitate and document organizational readiness workshops; synthesize the workshop information into an organizational framework; and prepare an action plan for implementation.
