The American Traffic Safety Services Association (ATSSA), the National Association of County Engineers (NACE), and WTI partnered to develop a guide for local officials that will serve as an easy-to-read resource and reference on roadway infrastructure safety. The publication, Cost Effective Local Road Safety Planning and Implementation, is the
result of that partnership. The focus of this work is on local roads (i.e. county and smaller rural community roads), but the approaches and solutions presented are often just as transferable to urban areas.
Local road safety is a significant concern, and while advances in highway design, safety treatments and traffic control have improved the overall highway network, further changes are still needed. Part of the challenge in making these changes is identifying where problems exist, quantifying the extent of those problems, and identifying/applying appropriate safety solutions. While larger highway agencies (ex. state Departments of Transportation) have the necessary experience and understanding to complete such safety work, the staff of smaller entities (ex. counties, cities) often lack experience specific to safety studies and treatments. Consequently, there is a need for a simplified resource and reference document for local government personnel to consult in identifying safety issues on their network and appropriate safety solutions that can be applied to address them. This project is developing that resource.
